It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission. For more details on the association: CONTEXT: Handicap International is operating in Ethiopia since 1986 and has implemented projects in the area of physical rehabilitation, mine risk education, community based rehabilitation, food security, HIV and AIDS, capacity building of local associations of Persons with Disabilities (PwDs). Our organisation is currently working in collaboration with governmental authorities, Local NGOs, National associations of Persons with Disabilities. The main objective for Handicap International in Ethiopia is to ensure a controlled extension of the program by consolidating and build on our capabilities and resources. At the geographical level, it will be important to consolidate our presence within Addis Ababa, Dire Dawa as well as in Somali Region as it is one of the poorest of the country. In July 2012, Handicap International (HI), in partnership with an Italian medical non-governmental organization, and in collaboration with the Filtu Disaster Preparedness and Prevention Office (DPPO) and the Woreda Health Office has implemented a 10-months project. The project aimed at meeting some of the IDPs most pressing needs. Basic NFIs (e.g. mosquito nets, water purification tablets, fuel savings stoves, jerry can) were distributed to the most vulnerable households, and a mobile clinic was established, providing preventive, curative and nutritional services in 15 remote IDPs settlements. In March 2013 the International Organization for Migration (IOM), supported by HI and CCM, carried out a new assessment with the aim to evaluate the situation one year after the initial conflict and the prevision of emergency assistance. JOB DESCRIPTION: As WASH quality control officer (WQCO), you work under the direct supervision of the Technical unit coordinator (TUC) and in close collaboration with the Wash project manager. You will ensure technical supervision of the entire WASH activities in affected areas of Somali region. Your general mission is to ensure that wash facilities and activities respect SPHERE quality standard and to reinforce the technical capacities of the PM and WASH engineer Your main responsibilities: Ensure the access to quality water, toilets and washing points Define precisely technical aspects and implementation PROCESSES of WASH projects: Ensure that all the HI standard processes are in place and well followed, including: Ensure the good general management support


CANDIDATE PROFILE: You have/are: Diploma or University degree within the related field (water, sanitation, environment) A minimum of 3 years of experience in similar position Experience and comprehensive understanding of universal design and accessibility Experience in NGO preferably in emergency context Ability to work under high pressure and without constant supervision Strong interpersonal and intercultural skills Field work oriented, flexible, diplomatic. REQUIRED LANGUAGE SKILLS: English mandatory (oral and written)


JOB ENVIRONMENT: The project is implemented in the Somali Region, a desert area closed to Somalia characterized by poverty and inter-clan conflict. Living conditions are much more basic compared to others part of the country The small town of Filtu is in the middle of the Somali desert at a 8 hours travel by car from the nearest big city (Awassa) and at 36 hours car to Addis Ababa. It is also reachable by a 3 hours car ride from Dolo Ado (on the border with Somalia) where UN flight land. Filtu has no facilities except the regional hospital. Social life is almost non possible. Filtu is characterized by scarcity of water. Despite the fact that Filtu is at only 250 km from the border with Somalia the area is calm but remain a desert area where nomad population fight to access extremely limited water resources. Security is a concern in the areas. Movements in the area must be carefully planned and monitored. The position is based in Filtu, but at least 20% of the working time will be spent in regular professional travels to Addis Ababa. The town of Addis Ababa offers services like restaurants, bars, food stores like all big African towns. Relationships with locals are quite good. Accommodations: In Filtu you will be hosted in Hi Coumpound and in Addis Ababa you will share house witth other staff) Due to security reasons and short term mission, the position is unaccompanied


EMPLOYMENT CONDITIONS: Salary: 1900-2200 € gross salary/month + 457 Euros net/month expatriation allowance + accommodation + 50% of the medical cover taken in charge by HI + repatriation insurance + Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
