How can you make a difference?

Under the direct supervision of the Human Resources Specialist, provide administrative support in the areas of staff training, individual consultancy/contractors contracts and institutional contracts, budget, job descriptions/job classification, and constitution of staff/management bodies.

MAJOR DUTIES AND RESPONSIBILITIES

Provide required support in the formulation, implementation, monitoring and evaluation of ECO Learning/Training Plans (identification of training needs, planning, organizing, implementing, monitoring and evaluation of impact on staff).  Prepare ECO training plan/training budget and initiate appropriate follow-up actions.  Ensure timely preparation  and submission of periodic and year-end reports.

Reviews requests received for issuance of individual consultancy/individual contractors including institutional contracts and process them as per the relevant rules and procedures.

Focal point in Human Resources Section for providing administrative support in preparation of staffing budget/CPMP for the Ethiopia Country Office.

Ensure Job Descriptions (JDs) for all posts are up-to-date, properly recorded and duly classified. Responsible for the maintenance and providing background information/documentation for the JCP meetings.  Participate in the deliberations of the JCP meetings, prepare Minutes and initiate relevant follow-up actions on behalf of the supervisor. Review Professional and General Service JDs submitted by the Sections for new as well as updated posts and bring to the attention of the supervisor appropriate changes/additions required in the JDs; prepare relevant documentation for Budget and DHR.

Participate and act as resource to staff/management bodies such as JCC and JCP and provide administrative support on systems and procedures.  Responsible for the agenda and preparation of minutes.

Initiate appropriate advance actions to ensure that all the staff/management bodies such as APC, JCC, JCP, Staff Training and Development Committee, CRC, and CMT are in place.  Provide required assistance in preparation of the Terms of Reference for these Committees.

Keep abreast of the latest rules, regulations and policies with respect to all areas of Human Resources and provide stopgap support for the other Human Resources/Sr. HR Assistants.

Any other Human Resources Services related task that may be assigned as and when necessary.

QUALIFICATIONS

  • Completion of secondary education, preferably supplemented by technical or university courses in a field related to the work of the organization.
  • Six years of progressively responsible experience in the Human Resources Management and Administration.
  • Fluency in English and knowledge of local working language of the duty station.
  • Good judgement, initiative, high sense of responsibility, tact and discretion, and sensitive to different cultures.
  • Strong analytical skills to understand and interpret a set of complex rules.
  • Good negotiating, writing and communication skills.
  • Outstanding interpersonal relationships and ability to withstand stress and pressure.
  • Very good knowledge of computer systems and applications.
  • Ability to work in an international organization
