Job Position:

1.Statistics and Data Management Office

Duties and responsibilities

  • Designing and implementing database strategies and systems.
  • Overseeing the collection, storage, management, quality, and protection of data for data-driven empirical/policy analysis.
  • Organize data (from national and international sources) by thematic areas
  • Implementing data privacy and usage policies and protocols and complying with data protection regulations.
  • Knowledge of relevant applications, big data solutions, and Artificial Intelligence (AI) data analysis tools to generate data, data analytics, data visualization, and report.
  • Provide training on analysis of software and tools (e.g., R, STATA, SPSS, Python, etc)
  • Effectively communicating the status, value, and importance of data collection to researchers and executive members
  • Assume reporting functions, including producing regular reports demonstrating trends and patterns, and producing reporting templates
  • Create and maintain good working relations with all researchers and management members
  • Hiring, supervising, and mentoring database development teams

Job Requirement:

Qualification:

  • Minimum Master’s Degree in Data Science and Statistics,

Experience:

  • Minimum of 6 years of relevant experience in database development and data management role
  • Excellent mathematical and statistical skills – analytical skills
  • Advanced proficiency in programming languages, such as SQL, Oracle, R, STATA, Python, etc;
  • Proficiency in Spread sheet tools such as Microsoft Excel or Google Sheets, Tableau or Qlik or R
  • Ability to prioritize own workload and work with minimal supervision
  • Advanced English language skills (written, reading, and spoken)

Job Position:

2.Monitoring and Evaluation officer

Duties and responsibilities

  • coordination with the management of PSI and project team;
  • Coordinate and support the research project team to develop Key Performance Indicators(KPIs) both at activity and output/outcome levels;
  • Lead the development of a digital M&E strategy for the projects(government and non-government) with linkages and interfaces to national and international projects to facilitate the adoption and use of data and digital tools;
  • Provide strategic guidance and inputs for the research teams to implement project/center specific digital ME strategies, tools;
  • Provide technical inputs for developing common and center specific reporting tools, data protocols and standardized approaches for data analytics and monitoring and evaluation of projects;
  • Lead and ensure the successful establishment of a digital platform to enable data aggregation from all projects(both government and non-government;
  • Lead PSI’s analysis and development of systematic insights and learnings from data collected from projects and harness it for knowledge creation and dissemination;
  • Contribute to the maturation of digital tools and data-driven solutions for partnerships and the data and lessons learned from implementation of policy instruments.
  • Closely coordinate with the statistics Lead officer and database manager for any related assignments;
  • Coordinate with key stakeholders (both local and international) to closely monitor and evaluate the implementation of policy tools/instruments that are primarily contributed by PSI for lesson learning and identifying best practices.
  • Monitor and assess project progress and results according to the project results framework and M&E Plan leveraging the data management platform as in the program’s M&E database;
  • Aggregate M&E data from all project and develop a consolidated view of program-wide results and impact for communicating and reporting on program results;
  • Work closely with national projects to ensure operationalization and harmonization of a common data reporting framework to track progress toward project and program objectives;
  • Support technical work such as periodically reviewing M&E methods, contributing substantively to the design and field testing of the monitoring methodology(ies), or designing M&E tools (e.g. surveys) all projects/projects.
  • Ensure documentations of every M&E tools and reports for easy access and utilization.
  • Provide related and other professional services as needed.

Job Requirement:

Qualification:

  • Information Management System, economics, or other relevant field; Excellent English language skills (written, reading, spoken, editing)

Experience:

  • Minimum of 10 years’ of relevant experience in Planning, Monitoring and Evaluation, particularly in the digital M&E system.
  • Excellent writing, reasoning, and analytical skills
  • Experience in the design and/or implementation of data management systems for monitoring and evaluation of Research/development projects at national level;
  • Demonstrated knowledge and skills in methodology development, data analysis, and data management, both quantitative and qualitative;
  • Strong experience in developing and managing digital M&E systems, tools etc
  • Practical experience in utilizing digital research tools such as ODK, CSPro, AtlasTi etc;
  • Exposure to Statistical Software such as STATA, SPSS, Eviews etc
  • Knowledge about multilateral technical cooperation and international development priorities and framework, strong exposure to the government system of Ethiopia and the national development policies and strategies;
  • Ability to prioritize own workload and work with minimal supervision
  • Ability to lead complex M&E teams
  • Excellent computer skills including MS Word, Excel, PowerPoint, and MS project

Job Position:

4.Partnership and Capacity Building Officer

Duties and responsibilities

  • Develop a partnership and resource mobilization strategy and operational plan that meets the strategic role of the PSI
  • Identify, develop and manage strategically important partnerships and long-term (or core) funding opportunities to increase the Institutes’ research fund, reputation, and impact.
  • Create and develop partnerships, institutional links and networks; liaise and formalize through MoUs and LoAs.
  • Organize data and information on various types of funding (calls, fellowships, network grants, small travel grants, short visits, conferences, and workshops)
  • Writing grant/funding proposals such as grants and fellowships, and/or reporting back to donors
  • Giving effective verbal presentations in seminars, meetings, and poster sessions to leverage partnerships, networks, and connections
  • Liaising and communicate at a high level, both verbally and in writing, and capacity to effectively interact with a multiplicity of stakeholders including senior leaders, and partners;
  • Overseeing and coordinating partner/donor engagement and all resource mobilization and grant writing.
  • Providing training on planning and grant writing skills, policy research methodology, PSI research outputs;
  • Identify research capacity building needs, develop research capacity building strategy and plan research capacity building activities.
  • Carryout bench marking on policy research and study process
  • Hiring, supervising, and mentoring partnership & resource mobilization teams

Job Requirement:

Qualification:

  • Minimum Ph.D/MSc degree in Economics or International Development Studies, Development Studies, or Political Science and International Relations

Experience:

  • Minimum of 10 years’ of relevant experience in Partnership & Resource Mobilization development and management.
  • Excellent writing, reasoning, and analytical skills
  • Capacity building experience including training and skills development
  • Experience in developing successful grant proposals and/or tender bids to the EU, DFID, NORAD, SIDA, DANIDA, GIZ, Gates Foundation, AFD, Italian Cooperation, and other institutional donors
  • Experience in developing successful grant proposals to private donors – trusts and foundations and/or corporates
  • Excellent interpersonal, communication, and negotiation skills to work effectively in a multi-cultural environment
  • Ability to prioritize own workload and work with minimal supervision
  • Ability to lead complex grant proposal development teams
  • Excellent English language skills (written, reading, spoken, editing and computer skills including MS Word, Excel, PowerPoint, and MS project.
