How can you make a difference?

Specific Tasks

  1. Strengthening Child sensitive social protection coordination, coverage and impact for children
  • Supports Amhara BoLSA to establish and manage the Social Protection Council and Fund Supports the development of the regional social protection directive and programmes with attention to increasing coverage of and impact on children, with special attention to the most marginalized. Identifies, generates and presents evidence to support this goal in collaboration with partners.
  • Supports strengthening of integrated social protection systems, providing technical support to partners to improve the design and implementation of cash transfers such as the Productive Safety Net Programme (PSNP) through learning from ISNP .
  • Improve linkages with other social protection interventions such as CBHI and complementary services and intervention related to nutrition, health, education, child protection and water and sanitation.
  • Supports improved monitoring and research around social protection’s impact on child outcomes and use of data and research findings for strengthening programme results.
  1. Support to ISNP planning, implementation, monitoring and delivery of results
  • Provide technical support to the BoLSA and Woreda Offices of Labour and Social Affairs (WoLSAs) in pilot woredas to effectively design, manage, implement and monitor ISNP
  • Provided support to ISNP implementing partners to strengthen the multi-sectorial collaboration and coordination at region, zone, and district and kebele level
  • In close consultation with the Social Policy team, develop the annual programme monitoring and follow-up plan
  • Support the collection, analysis and presentation of data on the progress of ISNP, and use evidence for steering and technical committee decision-making
  • Review existing programme monitoring tools and guide to assess the progress of ISNP implementation and delivery of results
  • Provide support to Office of Research/UNICEF Ethiopia’s country coordinator in the areas of research conducted as part of the ISNP.
  • Support the design and implementation of the ISNP MIS and PSNP MIS
  • Analyse and document the key findings of programme monitoring and share to all implementing partners to be used for performance improvement, evidence-based decision making and programming at all levels
  • Document systematically results achieved through the support of ISNP at all levels (in terms of multi-sectorial coordination, timely cash transfer to PSNP clients, permanent direct support (PDS) client management, PSNP linkages with CBHI, early identification of pregnant women in PSNP and transitioning them to temporary direct support client (TDS), Behaviour change communication, and targeting
  • Prepare regular update reports on ISNP and contribute to donor reports
  1. Strengthening capacity of Amhara BoLSA and pilot woredas to implement social protection programming
  • Provide overall technical assistance to Amhara BoLSA to effectively manage ISNP and complementary social protection programmes in Amhara region
  • Support Amhara BoLSA to implement a functional Social Protection Council and Fund
  • Collaborates with regional and Woreda authorities to improve social protection programming, planning, implementation and accountability processes so that decisions more closely respond to the needs of vulnerable families and their children.
  • Collaborates with Amhara BoLSA and WoLSAs to strengthen capacity on quality data collection, analysis for policy development, planning, implementation, coordination, monitoring of essential social services, with emphasis on community participation and accountability
  • Tags behaviour change cash transfer child protection community participation data collection economic policy international relations monitoring and evaluation political science programme management risk analysis social policy social sciences social services social work social workers water and sanitation
  • Supports capacity-building interventions for community social workers through training, coaching and mentoring
  1. Strengthened advocacy and partnerships for child-sensitive social protection
  • Supports accurate and compelling use of data and evidence on the situation of children, coverage and impact of child sensitive social protection services
  • Establishes effective partnerships with the Regional Government, NGOs, civil society and local leaders, Community Care Coalitions, private sector, and other UN agencies to support implementation of ISNP and complementary social protection programming
  • Identifies other critical partners, promotes awareness and builds capacity of partners, and actively facilitates effective collaboration within other agencies
  • Supports advocacy efforts for the scale-up of ISNP including the social workforce at regional level
  1. UNICEF Programme Management
  • Supports the management and coordination of technical assistance around child sensitive social protection, ensuring it is well planned, monitored, and implemented in a timely fashion so as to adequately support scale-up and delivery.
  • Ensures risk analysis and risk mitigation are embedded into overall management of the support, in close consultation with UNICEF program sections, cooperating partners, and government
  • Supports and contributes to effective and efficient planning, management, coordination, monitoring and evaluation of ISNP

Manages the on-going monitoring and evaluation component and ensure the timely collection and use of ISNP data.

  • To qualify as an advocate for every child you will have…
  • A university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field is required.
  • A minimum of two years of relevant professional experience with integrated Social Protection Programmes targeting the most vulnerable, ideally in rural contexts of the region is required.
  • Demonstrable professional experience in the Social Protection sector of Ethiopia, ideally related to the PSNP
  • Extensive and applied knowledge of relevant Social Protection Policies in Ethiopia
  • Demonstrable experience at national and regional levels regarding the effective design, implementation and monitoring of rural safety net programmes in Ethiopia
  • Experience working in a developing country is considered as a strong asset
  • Background and/or familiarity with emergency is considered as a strong asset
  • Excellent planning and monitoring skills
  • Excellent networking, communication and coordination skills
  • Outstanding analytical, negotiating and advocacy skills
  • Excellent writing and presentation skills
  • Fluency in English and local language are required
