Site Monitor

Oromia Water, Mineral and Energy Bureau (OWMEB) would like to hire an experienced engineer(s) to work with both Water and Health Bureaus in the implementation of attached approved procurement plan based on the signed EFY 2009 Annual work plan. For the following position:

  1. Position: Site Monitor
  2. Salary: Birr 15,000.00(Fifteen thousand)
  3. Education: BSc/MSc Degree in water resources engineering (hydraulics engineering and/or related fields.
  4. Work experience:
  • Advance University degree in Water resources engineering and related field.
  • Work experience of at least 5 years, with demonstrable direct experience in water supply projects design, and construction supervision cumulating to at least 5 full year experience, with focus on rural on-spot development and/or distribution network projects. Experience with international development agencies is desirable.
  • Experience working on supervision, quality control and technical support to water supply and sanitation projects with private contractors, and development organizations.
  • Experience working on procurement of services from construction firm for water supply (preferably in rural areas) and management administration of construction contracts.
  • High level Competencies:- ability to drive for results, strong commitment to the work ability to work in a team and with others good command of English language(spoken and in written from) knowledge of the language of the region is an asset ability to apply technical knowledge and build capacity of other, good in negotiatiOns and persuasion.

  2. Terms of employment: On contract basis for 7(seven month) with possible extension
  3. Work place: Finfine, with possible filed work
  4. Major activities:
  1. Prepare and review design documents: The site monitor will support implementing partner in preparation of designs and review existing designs to ensure that the designs are complete and it reflects ground realities necessary drawings and bill of quantities are realistic and clear for procurement process to be initiated
  2. Prepare work and payment schedules: After the completion of the procurement process, the site monitor will prepare with implementation partner and the contractor an agreed works and payment schedule signed by both parties
  3. Supervision of works : Based on the signed work and payment plan, the site monitor will submit supervision plan and discuss with implementing partners, WaSH specialist officer and chief of Field Office for approval and preparation of necessary logistics for the supervision work, the site Monitor will start the supervision work and report to the implementing partner (water and health bureau) and UNICEF field office on monthly bases and as required by the IP/FO
  4. Measurement and certification of works The site monitor will conduct regular follow-up of works and measurement of work volumes, Maintain records for regular communication with IP, UNICEF and the contractor; also certifies take -off sheet prepared and submitted by implementing partners and forwards verified documents in-time for payment processing.
  5. Quality control /Quality assurance: The site monitor will have full responsibility to conduct adequate and well timed visits to project sites, particularly during critical stages of construction, and ensure that the construction of all components are progressing with full compliance to the quality and quantity set in the specifics of the contract document and /or to acceptable standards, in case of non-compliance immediately reports to water/health bureaus and UNICEF and bureau(s) and seeks to ensure that issuers are rectified in the shortest possible time.
  6. Modification of works: Where appropriate, the site monitor will evaluate suggested need for variation of works and/ or work items, provide technical information to validate the need, and advise the supervising engineer or the client on a feasible way forward, upon authorization provide to the contractor or the implementing partner variation orders, follow up variation orders are met as per agreement and in compliance with agreed quantity quality of work.
  7. Reporting and documentation The site monitor will document observation and finding from the visit to the project sites compiles clear reports with adequate technical and related information, and communicates to UNICEF and the bureaus on a monthly basis or as requested by IP/UNICEF
