Job description
The GIZ implements around 70 programs and projects in Ethiopia and Djibouti which aim at fighting poverty and improving the living conditions of the population, with around 1,000 national and seconded staff members. Minimizing security risks to our staff is the highest priority. In order to achieve this, GIZ implements a professional security risk management system. Security Risk Management Advisers contribute to the safety and security of our staff and operations and thereby support the successful implementation of development programs and cooperation. The GIZ risk management office (RMO) in Ethiopia analyses the threats for the German Development Cooperation in the country. It minimizes the risks to which the GIZ employees are exposed to within their working environment and allows maintaining a scope of activities in the country while simultaneously considering the risk limits.
Your tasks
- Full responsibility for the RMO in terms of operations and execution of mandates, with a large component dedicated to advisory pertaining to staff and asset security
- Collect and evaluate relevant information on the security situation and transfer of results to the context of development cooperation, ensuring that all GIZ stakeholders are always well informed and instructed about the risk environment
- Support the development of security, conflict and actor analyses, regular situation reports, location profiles and further research documents, in particular incident reports
- Information of the management and employees about changes in the security situation and support for the implementation of directives for the protection of staff as required
- Creation, implementation and supervision of security risk management related Standard Operating Procedure and processes as well as administrative and data management related tasks
- Liaise, build and maintain networks with multiple actors such as local and national authorities, international government and non-government organizations
- Responsible for emergency preparation components, so that GIZ Ethiopia & Djibouti are prepared to respond to crisis on a 24/7 basis and a high level of team management experience
- Administer the crisis management team in the event of an emergency in cooperation with the Country Director
Your profile
- A relevant university degree in security risk management, crisis management, regional studies, political science or similar
- Several years of relevant professional experience, preferably gained abroad, in security risk management in the context of development or humanitarian work in conflict/crisis/fragile environments
- Profound experience in developing and implementing concepts for managing security risks in this context; a military or police background is not a requirement, but may be considered in combination with relevant work experience in the field of security risk management that creates a complimentary value offering for GIZ cwTIcVK DmW5RR
- Sound knowledge of the main actors and processes within the German development cooperation, especially in fragile and/or violent contexts are highly preferred; experience within the field in fragile operations
- Comprehensive understanding of Ethiopian & Djibouti and wider Horn / East African political and security context
- Sound analytical skills with the ability to present complex information in an easily digestible way; able to work in a systematic and independent manner with little guidance; excellent communication and advisory skills
- Ability to convince internal and external stakeholders of the importance of security risk management in your work context; able to perform under pressure and in critical situations, able to take decisions and ensure their implementation within such an environment
- Fluency in English; German language skills; regional language skills are an additional asset
