Duties:
- Set up the project team in liaison with the HR team and project offices where needed as well as the programme governance arrangements;
- Establish the Financial and staff resource planning; mapping incurred and upcoming costs against WBS structure in close coordination with the Finance Controller East Africa and Regional Project Finance Manager (BMM);
- Develop the project’s operations manual; complete the risk register; establish a knowledge management system (with all team members able to access the site);
- Lead the development of a Project MEL approach and project log frame in coordination with the Regional Programme Manager (BMM) and SSA MEL Manager;
- Accountability for project finances and grant management to ensure that financial planning supports the delivery of project results and demonstrates value-for-money
- Providing overall strategic direction and policy guidance to the project in close liaison with the British Council country teams in Uganda/Ethiopia/Sudan, Internal Programme Board, and Senior Responsible Officer (SRO)
- Leading and coordinating the preparation, implementation, quality assurance, monitoring and reporting (both technical and financial progress reports) of all Programme activities at the regional level as foreseen in the Description of Action (DoA), annual work plans and in-line with the project’s evolving Theory of Change and Logframe.
- Make recommendations to senior managers/SRO/project board team members on procedural improvements, resource requirements and other programme initiatives to drive and enhance team performance, cost-effectiveness, quality and efficiency
- Undertakes regular quality checks and reviews, following agreed corporate or relevant external protocols, to monitor the quality, consistency and effectiveness of programme delivery. Reports on findings and recommends appropriate remedial actions as required.
- Identifies and shares examples of process/procedural best practices with appropriate colleagues in the country/region/SBU to drive continuous improvement in the BC’s Cultural Engagement capability, efficiency and cost-effectiveness.
- Use standardised processes to monitor team/unit compliance with agreed corporate risk management procedures relevant to service delivery (e.g. child protection, security policies, financial protocols, anti-fraud measures) to protect the interests of the BC and its customers at all times. Highlights to senior managers any instances of non-compliance.
- Ensure team/unit members receive and maintain appropriate induction/training in all relevant risk management procedures.
- Lead on project risk assessment and management, including a regularly updated risk management strategy in line with British Council corporate standards.
Job Requirement:
Qualification:
Education:
- Relevant university degree.
- Relevant Project management certification, APM, PMP, Prince 2 and/or Project Management for Development (PMD), or any other project/programme management certification.
Experience:
- Experience in managing the delivery of projects delivered through partners and/or using outsourced providers – through client/partner funds.
- Proven experience in large-scale programme coordination and management during all stages of the project cycle in developing country contexts.
- Four Years’ experience including at least one year in a managerial role (project management).
