INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

 Project Background

The Danish Refugee Council (DRC) is leading a £21 million programme to protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia. The 4-year programme, funded by the UK Department for International Development (DFID), is anticipated to be innovative, cross-sectoral and solutions-oriented with strong emphasis on research, learning and adaptive management.

 OVERALL PURPOSE OF THE ROLE:

Under supervision of the Protection Monitoring Team Leader and in close cooperation with other protection colleagues, the Protection Officer will be 100% field-based will develop and maintain good relations with the persons of concern and will support the implementation of DRC’s protection objectives and activities to provide timely and effective protection assistance to vulnerable migrants. The position will, furthermore, be tasked to develop and adapt monitoring tools, to provide direct assistance and support to migrants with specific needs.

 RESPONSIBILITIES

Protection monitoring, referrals and delivery of assistance


Engage in planning and conducting Rapid Needs Assessments to understand protection needs of target populations;

Engage with services providers available for returned migrants and support the development of referral pathways/mechanisms;

Monitor of the needs of newly arrived returnees with main focus on persons with special needs (women, children, elderly, disabled etc.); and management of individual cases when required;

Provide individual, needs-based assistance to returnees based on internal guidelines developed by DRC;

Collect intake and assistance provision data ensuring the highest standards of data protection and confidentiality;

Plan and participate in group-based psychosocial support activities for returnees

Provide advice and guidance as well as referrals to returnees on issues related to accessing required services;

With guidance from the Team Leader, provide trainings/capacity building to duty bearers, mainly local community organizations on protection related issues (guiding principles of protection; child protection; SGBV etc.);

Under supervision of the Protection Team Leader plan and draft relevant financial and procurement documents such as PRs relevant to provision of protection assistance.

Reporting & Accountability

  • Prepare high quality and timely internal reports and provide input in drafting donor reports and other project related documents as required.
  • Comply with all relevant DRC policies and procedures, particularly with respect to protection, the code of conduct, and security.
  • Participation and support to Protection Sector working Group as required.
  • The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Job Requirements

Experience and technical competencies: (include years of experience)

Essential:

  • Minimum of 2 years of experience working in a social service, psychology, education, or development sector, of which at least 1year experience is working in development or humanitarian settings;
  • Technical understanding of core protection concepts including experience implementing protection programming in humanitarian contexts;
  • Ability and willingness to maintain regular presence at project sites and to work during irregular working hours and in insecure environments.
  • Strong interpersonal skills and commitment to learning and implementing organizational policies and procedures.
  • Good computer skills (Excel, Microsoft, PowerPoint and Outlook).

Desirable

  • Good understanding of international human rights and principles of humanitarian work.
  • Previous working experience with humanitarian agencies will be considered as a strong advantage.

Education: (include certificates, licenses etc.)

  • Graduate degree in psychology, social work, education, law or a relevant equivalent.

Languages: (indicate fluency level)

Fluency in written and spoken English. Fluency in local spoken languages
