Proposal Summary:The Ethiopia Performance Management System (EPMS) Project is a two year initiative implemented by Management Systems International (MSI) to assist USAID/Ethiopia Technical Teams (Education, Health (including HIV/AIDS), Economic Growth, Food Aid and other Humanitarian Assistance, and Democracy and Governance) in carrying out their performance measurement, activity monitoring, and planning responsibilities in compliance with the ADS guidelines.Position Summary:The M&E Specialist occupies a critical position on the Technical Team of the EPMS project. He/she is responsible for working with pre-assigned USAID Teams and their community of IPs to ensure that their respective Performance Management Plans meet Agency and Mission standards, and that data collected for the Mission’s Annual Report and Portfolio Review meets USAID Data Quality Standards. He/she will also assume responsibility for reviewing and providing feedback to the development of M&E Plans for both Mission Teams and IPs, and will contribute to development of training materials and Statements of Work (SOWs) for evaluations. This position is based in Addis Ababa and is a short-term technical assistance position (STTA). The period of performance (POP) will be December 2013 through April 2014. **Please note: This is a local position. Only candidates with Ethiopian citizenship will be considered.** Responsibilities:

  • Review the EG performance monitoring plans of ongoing and newly designed USAID activities to ensure capacity to report impact.
  • Ensure the linkage of partner performance monitoring plans to USAID reporting requirements.
  • Provide M&E technical guidance in the fields of economic growth, private sector, health, education and governance to USAID Mission staff and its implementing partners.
  • Ensure that audit requirements related to data quality are met for PMP indicators.
  • Ensure that implementing partners know how to report against the appropriate standardized and custom indicators in the PMS to produce the annual PPR and PEPFAR report.
  • Ensure that implementing partners are using common definitions and comparable methods of data collection, and compatible reporting formats.
  • Undertake the analysis of secondary data sets and generate user-friendly analyses thereof, including the use of graphics.
  • Guide and support Mission Activity Managers on the development of Scopes of Work for evaluations related to the Mission’s programs; in terms of performance and/or impact that meet the USAID Evaluation standard.
  • Assist the USAID/Ethiopia Mission in meeting their reporting requirements.
  • Ensure that indicators at the strategic objective and intermediate level results are being tracked with sufficient rigor to determine impact of the program.
  • Assist in drafting dissemination products and in improved utilization of M&E information to improve programs.
  • Assume responsibility for maintaining the EPMS databases.
  • Conduct training in performance management, data quality, and evaluative research.
  • Design and coordinate special studies as required. Qualifications:
  • A Master’s degree or its equivalent in the relevant fields, including: Monitoring and Evaluation, Public Health, Reproductive Health, HIV/AIDS, Demography, Education, Welfare Economics, Food Security, or similar.
  • At least 8-10 years of relevant work experience where research and data analysis skills have been applied.Experience on evaluation teams or with comparable data collection efforts is expected.
  • Experience with data collection procedures, manipulation of large databases, specifically the national household survey data, is particularly an advantage in dealing with food security issues at the household level.
  • At least 3 – 5 years practical experience of working with donor performance management systems.
  • Experience with survey design and use of various research tools (questionnaires, focus groups).
  • Ability to train or contribute to building capacity for monitoring and evaluation.
  • Excellent analytical, writing and oral communication skills.
  • Excellent organizational skills, client relationship skills, interpersonal skills and ability to take initiative.
  • Exposure to the USAID rules and regulations relating to performance management.
  • A Ph.D. in any of the fields is not required but is an advantage.Practical, applied experience is equally important.
  • Proficiency with word processing, spreadsheet, statistical analysis and database programs.
