Job description

  • Generic Responsibilities:
  • Adherence to NRC policies, guidance and procedures;
  • Promote and share ideas for improvement and necessary changes in the activities;
  • Ensure capacity building of project staff and transfer key skills;
  • Liaise and collaborate with relevant local authorities and other key stakeholders;
  • Provide inputs during project design, proposal discussions, Macro log frame design and budgeting for M&E;
  • Support the implementation of a data management system that would standardize the M&E information flow and reporting;
  • Develop data collection methods and tools to support programs in needs assessment, baseline assessment, output and outcome monitoring and evaluation of the on-going projects;
  • Provide inputs to program for comprehensive knowledge management including result tracking, documentation of case studies/ human interest stories and lessons learned and sharing with all the relevant bodies for incorporation in future project designs;
  • Ensure that a beneficiary accountability mechanism is in place and utilized;
  • Ensure documentation systems are in place and utilized for safeguarding documents on physical and digital archives and maintain confidentiality of the data.
  • Specific Responsibilities:
  • Design/revise the country office M+E framework and policy, build staff structure and allocate resources to strengthen M&E;
  • Support the Head of Program and Country Director in advocating for M+E support from donors, partners, and CO staff to ensure M+E remains a high priority in the country program;
  • Provide inputs on recruitment of M&E and related staff and build M&E capacities of program and M&E staff;
  • Serve as primary contact for M&E related issues and other support efforts;
  • Coordinate with M+E focal points in the regional office and other country missions in developing best practices and sharing lessons learned;
  • Support the Programme Department on new initiatives;
  • Other activities agreed and discussed with the Head of Programmes.


  • MA in Statistics, Economics or other Social Sciences studies
  • Above 5 years of experience within technical expertise area specially in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English & Amharic, both written and verbal

  • Social studies

Education level

  • College / University, Master / Phd grade

Personal qualities

  • Context/specific skills, knowledge and experience:
  • Political and cultural awareness;
  • Knowledge of the situation in the Horn of Africa in general and particular in Ethiopia
  • Experience at a similar position is an asset;
  • Experience with start-up, exit or similar
