Irrigation and drainage engineer , contract administration engineer , Procurement specialist

Oromia Irrigation Development Authority wants to hire 5 program support staffs (Engineers & Procurement specialist) with the following work experience and qualification for the Implementation of Small Scale Irrigation Projects under Agricultural Growth (AGP) Program financed by the World Bank.
 

  1. Position : Irrigation and drainage engineer
  • Minimum Qualifications: A minimum of B.Sc./M.SC. Degree in Irrigation Engineering/Water Resources Engineering! Hydraulic Engineering/ Agricultural Engineering and/or Civil Engineer with a minimum of 10 or 8 years relevant work experience respectively. Experiences in Development Projects/programs are advantageous.
  • Scope of the Assignment: A Contract Administration specialist performs Reconnaissance and Identification study level. In this study level, the main tasks should be identifying AGP Woreda and any possible irrigation scheme type by gathering information both in collaboration with the woreda and on the map in the office. Based on this Urrigation criterion, check the actual site condition concerning the and Drainage head work type and main appurtenant structure network Engineer and structures available. Finally prepare reconnaissance and identification report: Visiting project sites and woreds as and when necessary and inspect the civil works of the SSI infrastructure projects and give site specific recommendations where necessary and feedback to the OIDA-AGP team: Undertake other assignments given by the Oromia Irrigation Development Authority (program coordinator and Respective OIDA officials:
  • Knowledge and skills required: excellent interpersonal communication and presentation skill, engineering software skills such as GIS and AutoCAD, excellent computer skill and coordination skills
  • Number Required: 3 (three)
  • Salary: As per the salary scale of the program

 

  1. Position : contract administration engineer
  • Minimum Qualifications: The proposed expert should have a minimum of B.Sc./M.Sc. degree in Construction law. Construction Management or related fields and 10 or 8 years of relevant experience. specifically construction management. contract administration and/or related activities.
  • Scope the Assignment: A Contract Administration specialist performs irrigation consultancy services and works contract administration activities including documentation of contracts, soliciting the services contract language, ensuring that contractors maintain proper bonding and insurance, and Contract reviewing technical specifications, contract change Administration orders, stop notices and construction claims. She/he is Engineer responsible for ensuring and keeping track of consultants and contractors compliance with terms and conditions of contracts, addressing delays in delivery or performance, troubleshooting problems, and certifying performance of completion of works: Undertake other duties in line with her/his area of assignment and additional assignments given by the Oromia Irrigation Development Authority (program coordinator. and Respective officials)
  • Knowledge and skills required: excellent interpersonal communication and presentation skill, engineering software skills, excellent computer skill and coordination skills
  • Number Required: 1 (One)
  • Salary: As per the salary scale of the program

 3. Position : Procurement specialist

 

  • Minimum Qualifications: The proposed expert should have B.Sc. /M.Sc. degree in Irrigation engineering/Water resources Engineering/ Hydraulic engineering/ Agricultural Engineering/Civil Engineering/ Business Management/ Contract Management and/or related fields. She/he should have at least 10 or 8 years of relevant working experience mainly in irrigation projects. In depth knowledge and understanding of technical, commercial and legal aspects of procurement in development projects, financed by the government and its development partners would be essential. Experience in procurement of civil works is advantageous.
  • Scope of the Assignment: The procurement specialist will be responsible for coordination and management of the AGP procurement iProcurement of civil works, goods, and consultants under the AGP Specialist project at Irrigation Development Authority (IDA) and ensuring that procurement is carried out in compliance with the guidelines of World Bank (procedures/project scheduling procurement plan agreed with the World Bank/WB). The procurement Specialist has a key role to assist the AGP-IDA in procurement activities to be implemented as per WB/GOE procurement rules and regulations; Undertake other assignments given by the Oromia r Irrigation Development Authority (program coordinator, and respective officials)
  • Knowledge and skills required: excellent interpersonal communication and presentation skill, procurement of works skills, excellent computer skill and coordination skills
