Overview:
The Clinton Health Access Initiative (CHAI) associated with former President William J. Clinton’s Foundation is currently operating in Ethiopia carrying out a wide range of programs to support the Ministry of Health of Ethiopia in improving the health status of the country by ensuring access and quality of health services. We are committed to increasing our effectiveness through an innovative programming approach that optimizes quality, impact and scale. Being one of the largest CHAI field offices worldwide, we currently employ over 100 staff working in the following six programs: The Ethiopian Hospital Management Initiative (EHMI), Maternal, Newborn and Child Health (MNCH), Drug Access & Nutrition, Lab Services, Vaccines Introduction and Global Health Financing.
CHAI is seeking a highly motivated individual with outstanding credentials, analytical ability, management capabilities, and communication skills to serve as a Health Insurance Expert to provide support to CHAI and the Ethiopian Health Insurance Agency (EHIA) as the agency is in the process of launching the country’s Social Health Insurance Programme.
The Health Insurance Expert will work with the Health Financing Program Manager and will provide critical support to the government. The expert will be a part of a team that works very closely with the Ethiopian Health Insurance Agency (EHIA), and will be called upon to provide direct technical assistance regarding the development of fundamental structures and processes of the Agency including claims processing and claims auditing, the benefits and medicine lists, along with support to senior management in process and project management. .
The expected initial duration of this assignment is 12 months, with a possibility for extension.
Responsibilities:
- Provide robust analytical and problem solving support to the Ethiopian Health Insurance Agency in areas such as further development of claims management/auditing and benefits package costing and refinement
- Provide project and process management assistance to senior EHIA leadership, e.g., through development of management dashboards to facilitate ongoing monitoring and early identification of problem areas during the rollout and implementation of the insurance scheme
- Assist the EHIA with the development of routine financial reporting systems for early transparency on expenses and revenues, and for continuously evaluating performance and projecting future demand
Support the EHIA design and implementation of long term health financing strategic plans ensuring financial sustainability of the SHI and fostering further improvement of provider quality and efficiency
Qualifications:
- Bachelor’s degree and at least 5 – 7 years of professional experience with health insurance or equivalent health financing work
- Very strong quantitative skills, including significant experience with financial modeling in Excel
- Strong communication skills, including the ability to prepare compelling presentations and policy/planning documents
- Strong diplomatic and interpersonal skills, and ability to build strong professional relationships with a range of stakeholders
- Excellent organizational and problem solving skills
- Ability to multi-task and to be effective in high-pressure situations
- Ability to work independently on complex projects
Additional Requirements:
- Significant experience with fundamental requirements of Public Health Insurance including core operational processes, benefits package development and costing and financial management in developing and/or developed countries
