Responsibilities
- Support the Project Implementation Lead (PIL) in effectively managing the finances of the projects with the Finance and Grants Officers/coordinators to
- Manage and monitor projects finances to ensure the effective use of project resources
- Build the capacity of the Finance and Grants Officers
- Formulate financial strategic direction for the project
- Assess the implications of financial issues and support the project and Portfolio Leads with remedial or mitigating solutions in the short and long term.
- Represent VSO at the project country level in all corporate accounting matters
- Ensure implementation, application and compliance of standards, policies and regulations of the organization.
- Guarantee Monthly compliance reviews, correctness, integrity, and soundness/reasonableness of financial data
- Coordinate a robust budgeting and planning process that involves all stakeholders, ensuring that budgets are phased appropriately and reviewed and reported.
- Prepare and approve accurate timely restricted management and donor reports as per donor requirements and advises on any variances
- Lead in the facilitation, organization, preparation and implementation of recommendations of all audits at the project country office level
- Lead efforts to develop partner capacity and good financial governance
- Implement risk assessment tests to verify the effectiveness and efficiency of systems as well as compliance with laid procedures and prepare relevant reports of findings and recommendations
- Preside over internal controls reviews of the following key functional areas: Finance and Cash Management, Grants Management and Financial System Closure Process
- Lead the team to deliver a high-quality financial service to all stakeholders through direct and matrix line management.

Qualification:
Education:
- Fully Qualified Accountant: Certified Public Accountant (CPA) or Chartered Accountant (ACCA) license with strong technical accounting skills. Skilled finance manager with knowledge of financial management of restricted donor funding, reporting, procurement procedures, grant management, and donor rules and regulations.
Experience:
- Experience in capacity building with demonstrating clear results
- Strong leadership experience in budget management, financial planning, and analysis.
- Strong knowledge of internal financial controls, project audits and year-end procedures.
- Strong written and verbal communication and influencing skills
- Experience in Financial Business Partnering with a service-oriented, customer-focused approach.
- Experience in identifying and analyzing financial risks.
- Financial and IT Systems – Advanced knowledge of Microsoft Office, Excel particularly. Use of accounting software and reporting packages.
