Purpose of the Position:

To ensure timely, effective coordination of the emergency NUTRITION response in the overall multisectoral emergency response in Somali Region.

Specific objectives:

Based at the UNICEF Jijiga Office and in close liaison with Regional DPPB/RHB as part of the Incident Command Post, Regional ENCU Team and working in close collaboration with UNICEF Field Office, the coordinator will:

  • Represent partners engaged in Nutrition Response at daily Command Post meetings, at ad hoc high level meetings and at weekly/biweekly HNTF meetings across all partners.
  • Build the capacity of RENCU and Government partners (RHB/DPPB) in emergency nutrition information management and analysis (CMAM admission trends, performance and prioritization, call for ad hoc surveys and assessments as needed, contextual data triangulation across health and WASH and field mission updates)
  • Support RENCU to continue and improve close monitoring and follow up of NGO support and deliverables to strengthen CMAM performance delivered through Government
  • Facilitate and coordinate implementation of the Nutrition response plan in Somali region.
  • Liaise with UNICEF FO to ensure supply request/ utilization system in place for each woredas in the assigned zone to mitigate supply chain rupture.
  • Liaise with WFP AO to ensure MAM treatment response is robust, monitoring is more effective, and TSFP performance and coverage is reported monthly to trach MAM response.
  • Liaise with WFP AO and Government to ensure reporting and provision of food pipeline is more efficient- providing insigh and guidance on areas of improvement at grass roots level- to mitigate gaps in food response.
  • Periodic field monitoring is expected to guide and build capacity of zonal coordination, for improving the quality of nutrition information.
  • Trigger immediate validation of screening or surveys where screening data are considered abnormal.
  • Support RENCU to continue to consolidate SAM-MAM treatment information from static and mobile/outreach teams for each woredas at Zonal level to ensure accurate reporting on treatment
  • Maintain regular communication and share relevant information nutrition issues/update to UNICEF FO, Federal ENCU and UNICEF Nutrition Section in Addis including monthly progress report.
  • Support with the emergency response and planning at regional levels and perform other related duties as required.Expected deliverables
  • Daily/Weekly/Biweekly/Monthly reports on Command post meetings and HN Task Force meetings -highlighting progress against plans for Government, UN agencies and NGO partners- bringing accountability to the Nutrition partners
  • Representation of the cluster in coordination forums and ensuring Nutrition issues are kept top on the agenda.
  • Biweekly analysis of nutrition programme performance tracking
  • Field trip reports with action points and follow up issues pertaining to strengthening Zonal Nutrition Coordination, and woredas level technical response
  • Provide input for ENCU and UNICEF Sitreps as requested (bi-weekly and monthly)
  • Reports from technical review meetings/workshops convened with Government and partners to ensure quality programming
  • Monthly progress report submitted to UNICEF FO and Addis (UNICEF Programme Section & ENCU)
  • Final document and defined activities for capacity strengthening of the Regional EWD to respond to and coordinate emergency nutrition response.

Reporting to:

  • UNICEF Chief of Field Office in Somali region with technical support and guidance by National ENCU Team leader.
  • Daily updates with UNICEF FO, RENCU and Incident Command Post – across all sectors and pillars

Minimum Qualifications and Competencies

  • Advanced university degree in medicine, clinical nursing, public health and/or nutrition
  • A proven track record of at least 8 years work experience in nutrition program and management of severe acute malnutrition in particular
  • Experience in cluster coordination an advantage
  • Strong coordination and analytical skills, data management skills, high degree of self-motivation and a task and output oriented work ethic.
  • Excellent spoken and written EnglishGENERAL CONDITIONS: PROCEDURES AND LOGISTICS
  • Consultant will be based in Jijiga with daily administrative support from UNICEF office
  • Consultant will have his/her own laptop
  • Consultant will access UNICEF transport
