Mission and objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safe-guard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).

Task description

Develop a public information strategy to promote a better understanding of UNHCR’s aims and activities in the host country; Establish and maintain close working relations with individual journalists and media organizations to keep them regularly informed on UNHCR’s activities in the host country. Ensure appropriate media coverage, organise press briefings and conferences as necessary and acts as the spokesperson with the guidance from the Representative and in coordination with the relevant Senior Country or Regional PI Officer, and HQPI as needed; Plan and conduct campaigns and activities with organised groups and local authorities to disseminate information on UNHCR and raise public awareness on refugee issues; Draft press releases, pamphlets, situation reports, online and other articles for publication. Design and oversee the production of Public Information outputs; Keep abreast of developments on UNHCR activities in the country and respond to press and public queries for information on all aspects of the organisation’s work; Scan various sources of information, such as newspapers, journals, bulletins for political and other developments likely to affect UNHCR’s activities in the host country and keep the Representative and other Staff briefed accordingly; Ensure availability of adequate UNHCR collateral and visibility material. Arrange timely distribution of outputs and regularly update the list of institutions and individuals who should receive copies; Represent UNHCR at Inter-Agency meetings to ensure that refugee issues are appropriately covered.

Required experience

3 years of experience in the production of public information materials and working with the media. Proficiency in image and video production; good knowledge of multimedia software (Photoshop, Publisher, MS Office Suite, etc.) Ability to present verbal and written information to different audience Demonstrated high-level writing skills (e.g. press releases, briefing notes, press briefings and articles).

Gambella Region is located in the south-western part of Ethiopia and borders two other regions of Ethiopia. Oromia Region to the north-east and the Southern Nations, Nationalities and People’s Regional State (SNNPRS) to the south. Additionally, this region shares its international borders with South Sudan to the west. Gambella Town is located about 777 kms west of Addis Ababa. Perched at an elevation of 526m, Gambella is founded on the banks of the Baro River, Ethiopia’s widest and only navigable river. The population is estimated to be 307,096 according to 2007 census but projected the population to be more than 400,000 in 2019. The general security situation in Gambella remains volatile. Random incidents involving different ethnic groups in the region impact the overall security situation and continue to be of concern. This is further relevant considering the region’s diversity, composed by five indigenous groups and its related background. Therefore, inter or intra-community clashes are not uncommon, and their severity mainly depends on the communities’ leadership willingness and security forces capability to control or contain. Criminality, its possible implications on security features and consequent results towards UN staff/assets, remains a challenge, particularly when these involve violence towards the victims. Due to the proximity of South Sudan border, incidents involving armed groups crossing the border to engage in criminal activities within Ethiopian territory, randomly take place. Road Traffic Accidents (RTAs) are considered a hindering factor that impacts UN staff and assets as users of the roads. Gambella is a non-family duty station and it is currently at Security Level 3 – Moderate. International staff resides inside UNHCR compounds located in the different areas where UNHCR is operating in the region, namely Gambella, Pinyudo (Fugnido) and Dimma. It is mandatory for staff travelling to Gambella to have completed all security trainings, including BSAFE and to obtain security clearence (TRIP) prior to travel to the duty station. Security briefings are provided to all new arrivals by UNDSS and/or Field Security Team in Gambella operation. There is a curfew in place for all personnel residing in the UNHCR compounds in Gambella. UNHCR provides accommodation for internationally recruited staff members on its New Compound, in air-conditioned guesthouses. The guesthouses provide privacy for staff as each guestroom is separate and the necessary amenities are not shared. The rooms are equipped with TV sets and decoders and staff have access to internet in the accommodations. An equipped gym, volleyball and basketball courts are available, and there is a perimeter road within the compound, for walks or runs.
