POSITION:                Consular Assistant (Trainee), FP-08/ FSN-06

WORK HOURS:       Full-time (40 hours/week)

SALARY:                  *Not Ordinarily Resident: FP-08 (Starting salary to be determined by Washington)

Ordinarily Resident (OR): Starting Salary – 7,982.00 USD per year

(Position Grade:  FSN-06)

 

NOTE:   For ordinarily resident employees, salary will be paid in local currency using the established exchange rate.

LENGTH OF HIRE:      Temporary position not to exceed one year from the date of hire.

 

ALL ORDINARILY RESIDENT (OR) APPLICANTS (See Appendix A for definition) MUST HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS TO BE ELIGIBLE FOR CONSIDERATION.

 

The U.S. Mission Addis Ababa is seeking eligible and qualified applicants for the position of Consular Assistant at trainee level in the Consular Section of the U.S. Embassy.

BASIC FUNCTION OF POSITION

Incumbent carries out various operations to process applications for visas, passports, and other consular services in a timely manner.  Advises the unit supervisor about daily/weekly/monthly priorities, case processing capacity of the unit and resource requirements.  Serves as a subject matter expert on procedures and provides guidance to Correspondence Unit staff and other members of the staff on case work.  Prepares periodic reports used to develop the annual Consular Package report.  Transfers files both physically and electronically to and from other posts.  Makes requests for files from other posts.

Screens consular applications according to applicable immigration laws and Department of State and Department of Homeland Security regulations, ensuring that they are complete and accurate.  Screens cases for fraud indicators, and advises adjudicating officers.

 

Processes  applications for travel documents: verifies and updates the electronic consular data base from applications; prepares and prints travel documents; prepares and secures documentation packages;, ensures timely issuance of travel documents files issued and refused applications; assists officers and staff of the Correspondence Unit  in preparation of replies to incoming correspondence.

 

Assists the Fraud Prevention Manager and Fraud Prevention Unit staff with consular fraud projects.  Cross checks information against the corresponding consular case.  Provides information to those ineligible for immigrant visas for health and other reasons about how to apply for a waiver and the waiver approval process.  Processes waiver applications, coordinating approvals with DHS Nairobi and, as appropriate, with CDC Atlanta.

 

Prepares the necessary clearances for consular applicants.  Schedules and reschedules consular interview appointments.  Prepares and sends out information packages to consular clients.  Works closely with the overseas and local office to update contact information on consular clients residing in Ethiopia.

 

Properly controls files and the release of information covered by the Privacy Act and the Freedom of Information Act.  Provides information to Consular clients regarding all aspects of consular services, including filing petitions, the application process, and all relevant laws and regulations.  Prepares memos to local and overseas offices corresponding to consular cases.  Assists in the control of accountable items in the section.  Maintains and reviews the security of all consular property, including non-accountable items. Prevents and provides information to management, HR, or RSO of any consular malfeasance.

Assists with interpretation/translation and other tasks as needed.

QUALIFICATIONS REQUIRED

 NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.  Supporting documentations (e.g., letters of employment, certificates, awards, copies of degrees earned) that addresses the qualification requirements of the position as listed above should also be submitted. 

 

  1. Required Education: Completion of high school education is required.
  2. Required Experience: One year of progressively responsible experience in administration, providing government services or para-professional work is required.
  3. Language Requirement: Level 4 (Fluent) Speaking/Reading/Writing English and Amharic is required.  (English Language proficiency will be tested)

 

  1. Skills and Abilities: Must be able to operate IT and consular equipment, and use consular automated systems.  Must be able to apply USG and Ethiopian Law, regulations and policies to a wide variety of applications for immigration benefits.  Must be able to listen effectively and advise consular clients how best to reach their goals.  Must be patient with both clients and adjudicators.  Must be able to work steadily in a difficult environment and under considerable pressure from highly emotional clients.  Must be able to act in an ethical manner and be confident when dealing with clients.  Must be flexible and able to work with all colleagues.

 

  1. Knowledge: Must have a detailed knowledge of the work procedures and guidelines of the consular section, as well as the section’s goals and objectives as defined by the Consular Chief.  Must know and be able to explain US immigration law, USCIS regulations and policies, Department of State consular regulations and policies, and Embassy consular policies and practices to all consular clients.  Must know Ethiopian civil law as it applies to identity and relationships.  Must know some local and overseas offices regulations and procedures are required.

 SELECTION PROCESS

ADDITIONAL SELECTION CRITERIA

1. Management may consider the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.

2. Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.

3. Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.

4. The candidate must be able to obtain and hold a security clearance.
